Maybe toss in Needling Shot and grab a Zealous bow and you've got free damage against anything with less than half of a health bar.
FGJ is not really that useful with how little time it's going to be up. Bring something to boost your pew-pew.
I can't decide whether 16/13 for Expertise/Marks would be a better choice over 15/14...
Triple Shot and Dual Shot won't get much of a boost from the +2 Marks, and are only going to serve as fuel for SY!. IF you can accept dropping SY!, taking Point Blank Shot and Zojun's Shot might not be such a bad idea, and then you could go /Mo or /Rt for a hard res.

I like this for single target damage. RtW supplements flatbows, while EF works nicely with shortbows. IAtS for more damage, or YMLaD for instant interrupting (and applying a condition for Discord teams).

Definately asuran scan since your going for single target damage. The Sundering/Penetrating attacks are good damage. I personally prefer Prepared Shot for more energy, but thats just me.

Seriously ppl you gotta stop adding SY! and FGJ to every non caster class , Rangers are the worst SY! spammers and you should use every slot to do damage because if you dont , those DPS bars are almost useless.
For an ED build yo should PBS+ZS+Needling with a Zealous bow if you want to spam skills like crazy. Watch out your energy when using Asuran Scan and use well your 2 remaining PvE slots. Ebsoh is great when you are with some other ranged attackers in the party.

Wasting your elite on a 33 IAS is not good pal. You have Drunken Master or Candies available. R/D is not a critical machine like A/D or has 15% AP in its attack skills like W/D so if you pack another IAS and use Reapers Sweep or WStrike it would be nicer.

I miss the old version of this skill when you could super speed aoe axe spam with cyclone axe and whirlwind attack. The functionality change though has kind of made it meh in comparison to glass arrows.

In part for the ~15 DPS from the one skill slot including it's DP-free remote controlled pulling abilities. For another part so they don't need to waste their elite slot on an IAS (see Never Rampage Alone) and because of the energy pouring in from Scavenger's Strike (to fuel the E-hungry PvE skills).
Why is EBSoH not on your bar? When you bring the walking bombs, a pet and your scythe to the frontline EBSoH could easily do 50-100 DPS.

I too have been trying this build, SY is a good fun, but I've get leg vanq without it.
So I've been using this:
Keen Arrow
Savage Shot
D-shot
Read the Wind
Go for the Eyes!
Find their Weakness!
Experts Dexterity
We Shall Return!/Sunspear Rebirth Sig/Sig of Return
Its fun hitting 130 damage + deep wound on a squishy.

If you want to run SY you definately want to shoot as many arrows as possible so you would be looking skills like penetrating and sundering shot, needling shot and triple/dual shot. All of these are heavy on your energy and expert's focus isn't enough to keep you using these skills on recharge. Also SY isn't needed in most areas so I'd drop SY and FGJ. Then again triple and dual shot doesn't contribute much for your dps so PBS and ZS are preferred. Sundering and Penetrating shot are also good but they pretty much need some elite energy management skill like Prepared Shot with Expert's Focus. So if you really want to run Expert's Dexterity I'd suggest something like:
Expert's Dexterity
Point Blank Shot
Zojun's Shot
free (needling or something)
Asuran Scan
Expert's Focus
EBSoH
IAtS or some other pve skill
This bar is still very hard on your energy and I'd suggest changing ED to Prepared shot and IAtS to Drunken Master unless you are using candies.

EBSoH takes 10 energy, positioning, and enemy AI kites. Personally, the only reason I'll take EBSoH if I did some makeshift tank n spank.
Oh yes, Scavenger Strike.... You have to depend on WS as if your life depends on it. I kill enemies in a instant that the pet comes too late for E management, and I find Lyssa's Assault a better option since you get energy right from the bat. And tell me how many times your pet have been annoying you by getting itself killed, and your skills disabled at the wrong moments?

You're running a scythe-build, you're in the frontline, whether tanking and spanking or not, you'd at least try to keep some of the opposing forces within the scythe's 'adjacent-range' - and away from your back and midline. Now, if you've brought a MM there's a good chance there'll be some minions close to you, and within the EBSoH you've planted.

I prefer Reaper's Sweep, but to each his own. Both exclude the use of ED though, which just makes NRA more attractive. You know, with NRA one can have a maintanable IAS and an elite (scythe)attack.
There's a pet control window that allows you to send it to specific targets, or you can time Scavenger's properly.

I tried to explain why. Feel free not to like the pet, the maintainable IAS together with an elite attack, and the almost free energy, but some people do like the combo.

Ebon Battle Standard of Honor should have priority over I Am the Strongest, personally. Not only does it effect your attacks, and the attacks of everyone in the ward, but it adds to certain spell damage too. You may not personally see the improvement, but it's there.
and Rez is.. up to you, really. I personally rarely bring a rez, as I prefer not dieing to rezing lol
Expert's Focus is pretty 'meh' too. It calculates before Expertise apparently, so doesn't usually help as much as you think it does. Depending on your bow type, RtW might be a better choice.

Expert's Focus has only 1 damage less on certain attributes than Read the Wind so it is pretty much cheaper skills against faster arrows. Cheaper skills lets you spam more and those bars are very heavy on energy so every energy spent less helps. Flatbow's slow arrows can be played around with easily. Mobs don't run much and melees are close to you anyway so you don't miss them easily either. Just pick targets that don't run or that are close and you don't miss much. Anyway RtW isn't bad choise but imo expert's focus is better.

^ add in the fact the pet is another delivery platform for phys damage buffs (soh, gdw, splinter, ebsoh ect), and active procs (daze, mop, barbs, gdw kd's) which is nice
If you cant/dont bring these sort of buffs the pet looses a LOT of its effect.
But with a bow spiker, i cant say id recommend a pet to bring along, or even ED as the elite...BUT.

optionals:
>Save your self (if no one else brings a copy as it can make a massive difference)
